SNOWATER ASSOCIATION BUILDING CHAIR COMMITTEE GUIDELINES
Snowater Condominium Association Chair and Secretary
Each Snowater Condominium Association annually elects a Building Chair and Secretary from that building’s ownership at the Condominium Association’s Annual General Meeting (AGM). Each Condominium Association’s AGM is held in conjunction with Snowater Association’s AGM (First Saturday of December each year). Election procedures for the Chair and Secretary are specified in each Condominium Association’s Declarations (see Section 10.05) and By Laws (see Articles I and II).
The Building Chair, or in his/her absence the Secretary, or their proxy from that building, has the full authority for allocating all of their Condominium Association’s voting rights. In this capacity, the current year’s sitting Building Chairs (or Secretary or proxy) will vote for the candidates nominated to fill any vacancies on the Snowater Association Board of Directors at the AGM, the approval of Snowater Association annual operating and capital budgets, and approval of any other issues put forward by the Snowater Association Board of Directors that require endorsement by the Building Chairs at the Snowater Association AGM or any Special General Meeting. Procedures for voting are specified in the Snowater Bylaws and Condominium Declarations. Roles of the Building Chair and Secretary are further delineated in Sections 10.05 and 11.01(h) of the Condominium Association Declarations.
Building Chair Committee
The Snowater Building Chair Committee is comprised of the Condominium Association Chairs. The purpose of the Building Chair Committee is to facilitate communication and idea exchange between individual Snowater owners, the Condominium Association Chairs and the Snowater Association Board of Directors. Because there is no formal provision for this Committee organization in the Snowater Bylaws or Condominium Declarations, the Committee operates on an advisory basis.
Condominium Association Chairs will annually elect a Committee Chair and Secretary at their first meeting subsequent to the Snowater Association AGM. In the event one or more of these positions becomes vacant during the year, the Building Chairs will elect a replacement.
Building Chairs will meet in committee as determined by a majority of the Building Chairs. The function of the Committee Chair is to establish an agenda and facilitate the meeting. The Secretary will record the minutes of the meeting.
The Building Chairs provide a forum where Snowater owners can request their Condominium Association Chair to submit various problems, suggestions and requests to the attention of all Condominium Association Chairs. These matters may be in reference to their individual condominium building or the operation of Snowater as a whole– for example, social functions, financial concerns, beautification projects, tree removal, modifications to the Snowater rules, and bylaw amendments. The Committee may review such matters and send any applicable recommendations to the Snowater Association Board of Directors for consideration. Similarly, Building Chairs may poll their owners from time to time on various issues and forward those results to the Snowater Association Board of Directors.
Building Chairs may also solicit names of owners who express an interest in serving on the various committees at Snowater and forward those names to the Snowater Association Board of Directors. Examples are the Architecture, Forest, Landscape and Social Committees.
The Building Chairs Committee is not empowered to authorize expenditures, directly appoint other committee membership, give direction to any Snowater committee, or give direction to any Snowater employee. The Building Chairs Committee may recommend action on any of these matters, but responsibility for such action is charged to the Snowater Association Board of Directors. (Refer to Section 10.02, Managing Agent, of the Snowater Condominium Declarations).
Snowater owners may submit recommendations at any time directly to the Snowater Association Board of Directors. The Board of Directors will determine what, if any action will be implemented based on such recommendations. However, the Board of Directors may, in turn, refer such recommendations over to the Building Chairs for their action as appropriate.
